Food Bank of Western Mass Receives $200K Emergency Grant — Here's What It Means for Your Clients
The Community Foundation of Western Massachusetts awarded a $200,000 grant to the Food Bank of Western Massachusetts in late January to help sustain operations amid rising demand. The Food Bank supports nearly 200 partner pantries and meal sites across all four counties, and the funding is intended to maintain that network during a period of significant pressure on households.
If you're making food referrals, the Food Bank's partner locator tool remains the fastest way to find a nearby pantry. Their SNAP Outreach Team is also actively enrolling clients — a critical resource given the current federal changes to the program (see Policy Watch below).

SNAP Is Changing Significantly — Your Clients Need to Know These Four Things Now
Federal changes to SNAP — stemming from the "One Big Beautiful Bill" signed in 2025 — are creating real, immediate risks for clients across Western Mass. Here is what frontline workers need to understand and communicate:

What's Changed — Plain Language for Caseworkers
|

1. 11,000 children lost benefits due to unanswered calls. A DTA staffing shortage means two out of three calls go unanswered. Clients whose cases lapsed because they couldn't get through are eligible — help them re-engage.
2. Work requirements tightened. New ABAWD rules require 80 hours/month of work, training, or volunteering. Exemptions for veterans, people experiencing homelessness, and former foster youth have been eliminated. Waivers now only apply in areas with 10%+ unemployment.
3. Benefit replacement for stolen EBT cards ended. Federal funding to replace stolen SNAP benefits ended in December 2024. Advise clients to lock their EBT card when not in use by calling the number on the back of their card.
4. Immigrant eligibility is narrowing. Starting October 1, 2026, Medicaid federal funding is eliminated for many lawfully present immigrant adults. Refugees, asylees, and certain humanitarian visa holders will be affected. Lawfully present children and green card holders are excluded.

The Food Bank of Western Massachusetts is pushing state lawmakers for a $30 million investment to fund additional DTA caseworkers — which advocates say would leverage $500 million in federal SNAP benefits for eligible families currently unable to get through. Watch this space.

MassHealth · Coming 2027
Medicaid Work Requirements on the Horizon — Start Planning Now
Effective January 1, 2027, MassHealth Expansion members will face work requirements, and eligibility renewals will shift from annual to every 6 months. Estimates suggest between 141,000 and 203,000 people statewide could lose MassHealth coverage despite many already working or qualifying for exemptions — largely due to administrative churn, not ineligibility.
This is a 2027 change, but clients who are in MassHealth now — particularly those with unstable employment or caregiving roles — should be informed and helped to document their status proactively.
